布魯塞爾時(shí)間2月14日下午，國(guó)際物品編碼組織2023年度論壇暨50周年慶典召開GM2D專題研討會(huì)，研究討論中國(guó)浙江GM2D示范區(qū)先行經(jīng)驗(yàn)。浙江省市場(chǎng)監(jiān)督管理局與中國(guó)物品編碼中心發(fā)表聯(lián)合演講，全面展示中國(guó)浙江經(jīng)驗(yàn)做法、階段性成效成果以及下步計(jì)劃。
本次專題研討會(huì)全程線上直播，GS1全球各地高級(jí)管理人員逾200余人在現(xiàn)場(chǎng)參加會(huì)議。
省市場(chǎng)監(jiān)管局在演講中表示，隨著數(shù)字經(jīng)濟(jì)快速發(fā)展，二維碼在各領(lǐng)域應(yīng)用與日俱增，其譯碼可靠性高、數(shù)據(jù)容量大、保密防偽性好，為市場(chǎng)、消費(fèi)者和企業(yè)提供了便捷可靠的體驗(yàn)，同時(shí)也大大提升監(jiān)管效能。全球二維碼遷移計(jì)劃意義重大，僅憑市場(chǎng)力量是不夠的，政府部門應(yīng)當(dāng)運(yùn)用“有形之手”加快這一數(shù)字轉(zhuǎn)型步伐。
去年以來，浙江在推動(dòng)GM2D示范區(qū)建設(shè)方面形成了五條工作經(jīng)驗(yàn)：
一是
制定完整工作機(jī)制
在全省各市縣區(qū)分別建立專項(xiàng)工作小組，定期召開例會(huì)，組織專家和行業(yè)協(xié)會(huì)研究探討前沿問題，有效推動(dòng)工作。
二是
高度重視編碼統(tǒng)一
在學(xué)習(xí)先進(jìn)標(biāo)準(zhǔn)、規(guī)則和工藝基礎(chǔ)上，正式發(fā)布了基于GS1編碼規(guī)則標(biāo)準(zhǔn)并應(yīng)用于實(shí)踐。
三是
搭建公共服務(wù)平臺(tái)
搭建權(quán)威、安全、可靠、免費(fèi)的二維碼公共服務(wù)平臺(tái)“GM2D在線”，按需發(fā)布7國(guó)語言版本，引導(dǎo)企業(yè)申請(qǐng)、核驗(yàn)符合編碼規(guī)則的二維碼。
四是
政府引導(dǎo)探索創(chuàng)新
鼓勵(lì)頭部企業(yè)參與試點(diǎn)，引導(dǎo)生產(chǎn)和零售企業(yè)積極使用，越來越多企業(yè)和地方自發(fā)加入。
五是
全面加強(qiáng)宣傳推廣
開展二維碼知識(shí)普及、技術(shù)交流等活動(dòng)，全面提升政府、企業(yè)、協(xié)會(huì)、消費(fèi)者等利益相關(guān)方對(duì)于實(shí)施應(yīng)用GM2D的認(rèn)同度。
省市場(chǎng)監(jiān)管局在演講中表示，正如GS1總裁雷諾德·巴布艾特在全球首屆數(shù)貿(mào)會(huì)上所稱，浙江GM2D取得重大階段性成果“超出預(yù)期、令人振奮”。全省自愿參與GM2D項(xiàng)目的企業(yè)達(dá)6.7萬家，實(shí)現(xiàn)二維碼讀取結(jié)算的商超數(shù)達(dá)5266家，全球消費(fèi)者掃碼逾5000萬人，均十倍于2022年聯(lián)合聲明的目標(biāo)數(shù)據(jù)。同時(shí)，浙江在應(yīng)用層面成功從食品領(lǐng)域逐步邁向產(chǎn)品領(lǐng)域，為18.9萬件產(chǎn)品發(fā)放了1.4億個(gè)二維碼。下一步，省市場(chǎng)監(jiān)管局將持續(xù)加強(qiáng)與GS1和GS1中國(guó)的深度合作，依照浙江GM2D項(xiàng)目2023至2025年計(jì)劃不斷努力奮進(jìn)，為世界提供更多浙江經(jīng)驗(yàn)。

It is a pleasure to attend the Global Forum and make a joint speech with GS1 China. I am glad to share with you the working experience and phased results here. Before I go into details, I would like to express my sincere thanks to GS1 and GS1 China for always supporting us in advancing the GM2D Pilot Project in Zhejiang.
After watching the video introduction, I would like to share three parts: why we do it, how we do it, and what we have achieved so far.
Now, let's turn to the first part, why we do it. With the rapid growth of the digital economy, 2D code has become popular in various fields as an important medium of the Internet of everything. We have been fully aware of the importance of 2D code. First, its high decoding reliability can provide more convenient and reliable supply chain data to the market. Second, its large data capacity can provide richer product information to consumers for a better shopping experience. Third, its anti-counterfeiting feature can increase market competitiveness for companies. Finally, for market supervision, 2D code is helping to protect consumers' right to know as well as enhancing efficiency for management.
Therefore, it is meaningful that GS1 started the GM2D project at the end of 2020. We believe that market power alone is not enough, so the government can use its "visible hand" to accelerate this significant digital transformation. That is why we decided to carry out the GM2D Pilot Project in Zhejiang.
Hence, we have actively cooperated with GS1 and GS1 China to win the recognition of GM2D from all walks of life. We would like to share the second part: how we do it. I will break it down into the following five working experiences. Hopefully, that could give you some inspiration.
First, we have built a complete set of working mechanisms. We have set up GM2D special working groups in each city and county of the province. Meanwhile, we held regular meetings to trace progress and summarize our work timely. In addition, we not only invite experts and scholars to study data security, consumer privacy, and trade secret protection but also organize industry associations to discuss GM2D promotion methods in different industries to boost working efficiency.
Second, we attach great importance to unifying 2D code coding rules. To lay a solid foundation for guiding enterprises, we have learned advanced standards, coding rules, and technology of 2D code through active cooperation with GS1 and GS1 China. We have officially released standards based on GS1 coding rules and put the standards into practice. For example, we have guided third-party solution providers to use coding rules that follow GS1 standards.
Third, we provide reliable and safe 2D code public services. We have set up a free 2D code public service platform called the "GM2D Online" system. We have guided companies to apply for and verify 2D code based on GS1 rules on this platform. We have also created multiple settings of 2D code to fit different products and industries. In addition, we have introduced seven language versions to meet different needs.
Fourth, we emphasize the government's guiding role and the mode of exploration and innovation. We encourage leading enterprises to participate in GM2D pilot project. We guide manufacturers to join marketing with 2D code to reduce costs and enhance the brand promotion effect. And we recommend retail stores use 2D code in the sales management system to make the most effective use of the management process. As a result, more and more companies are willing to join this project. Furthermore, we have helped 20 counties taking part in the GM2D pilot project to apply 2D code in different industries such as rice wine, dairy products, piano, and celadon. Meanwhile, we are also actively motivating Zhejiang Pilot Free Trade Zone to use 2D code with cross-border e-commerce products such as baby food, health care products, and beauty care.
Lastly, we strengthen the publicity and promotion of GM2D. In addition to news media reports and advertising, we have also carried out the following things, such as 2D code basic knowledge popularization, technical exchanges, user experience sharing, public welfare training, and press conferences of major achievement to win the recognition of government, companies, associations, consumers, and other stakeholders to GM2D. These will help us promote our project in Zhejiang and even help GS1 China promote it nationwide.
Finally, I would like to share with you our significant achievements. With the advancement of GM2D work, we have gained unexpected achievements. The number of companies who volunteered to join the GM2D project went beyond our expectations. Compared with the goal of 2022 in the joint statement, the number of enterprises using 2D code set at 7,000, at the start has now reached 67,000. The number of stores using POS checkout from 2D code set at 200 at the start, reached 5,226. The welcome from the public is also unexpected. 2D codes have been scanned more than 50 million times so far. Apart from applying 2D code in all food production companies in Zhejiang, we have made breakthroughs in product fields such as household appliances and children's toys. Up to now, we have successfully issued 140 million 2D codes for 189,000 products. The most encouraging thing is that Mr Renaud, President and CEO of GS1, spoke highly of our major achievements. He pointed out that these were very promising and went beyond expectations when we released key phased results at the First Global Digital Trade Expo.
Next, we will actively apply the excellent international experience learned at this forum to our work. We will continue to strengthen deep collaboration with GS1 and GS1 China. We have made plans for Zhejiang GM2D Pilot Project in 2023 and 2025 and will continue to work hard towards the goal. In the future, we hope to provide the Zhejiang experience to the world.
